Assistant Public Works Director - Grade 23

Position Details:

Salary: Starting at $91,986/annually (Depending on Experience)

Status: Exempt | Full-Time

JOB SUMMARY:

This position assists in directing the city’s public works administration and operational activities.

Strong administrative and leadership skills are highly desired of this position.

MAJOR DUTIES:

  • In the absence of the Director, directs the department’s streets, street light utility, solid waste utility, meter reading, sewer line maintenance, waterline maintenance, cemetery, grounds maintenance, forestry, and fleet management operations.
  • Assists with coordinating the work of contractors and vendors; ensures compliance with city specifications and codes.
  • Assists with developing and implementing short- and long-term capital improvement budgets; manages capital improvement projects.
  • Coordinates with Engineering and Finance staff on long-term capital projects.
  • Develops equipment, project, and supplier bid specifications.
  • Assists with developing and overseeing Public Works budgets.
  • Assists in hiring, training, supervising, assigning, directing, evaluating, and disciplining personnel.
  • Prepares or assists in the preparation of a variety of regular and special reports. 
  • Coordinates with other government agencies, including emergency services, as needed. 
  • Performs other duties as assigned.

MINIMUM QUALIFICATIONS:

  • Knowledge and level of competency commonly associated with the completion of a baccalaureate degree in a course of study related to the occupational field. 
  • Experience sufficient to thoroughly understand the diverse objectives and functions of the subunits in the division/department in order to direct and coordinate work within the division/department, usually interpreted to require three to five years of related experience. 
  • Preference for progressive experience or training in civil engineering, infrastructure planning, public works administrative leadership, utility company administrative leadership, construction management, or complex resource management.
  • Possession of or ability to readily obtain a valid driver’s license issued by the State of North Dakota for the type of vehicle or equipment operated. 

GUIDELINES:

  • Guidelines include North Dakota Department of Environmental Quality guidelines, federal solid waste rules, EPA regulations, the Manual on Uniform Traffic Control Devices, OSHA regulations, North Dakota Workforce Safety guidelines, the North Dakota Century Code, and city ordinances. These guidelines require judgment, selection, and interpretation in application. This position assists with developing department guidelines. 

COMPLEXITY/SCOPE OF WORK:

  • The work consists of varied management, supervisory, and technical duties. The variety and complexity of public works services contributes to the complexity of the position. 
  • The purpose of this position is to assist in directing the city’s public works administrative and operational tasks. Successful performance helps ensure the effective and efficient operation of the department and affects the quality of life for the general public. 

PHYSICAL DEMANDS/ WORK ENVIRONMENT:

  • The work is typically performed while sitting at a desk or table or while intermittently sitting, standing, stooping, or walking. The employee occasionally lifts light and heavy objects, distinguishes between shades of color, and utilizes the sense of smell.
  • The work is typically performed in an office and outdoors, occasionally in cold or inclement weather. The employee is exposed to dust, dirt, grease, and machinery with moving parts. Work requires the use of protective gloves such as masks, goggles, gloves, etc.
