What to Expect : The Public Health Educator promotes individual and population health by developing and implementing health promotion and education initiatives and health behavior-change programs in a variety of settings for the diverse populations represented in Sheboygan County. These initiatives focus on strengthening community-based partnerships involving multiple public and private organizations and agencies to address identified community health priorities in Sheboygan County. Under general supervision and/or as part of various workgroups and teams, the Public Health Educator performs essential functions within the framework of core public health functions and services. Knowledge Areas and Responsibilities Data and Analytic Assessment Participate in the Division of Public Health’s community health assessment and health improvement planning and intervention activities, including qualitative and quantitative data collection. Analyze data to identify trends, health problems, environmental health hazards, and social and economic conditions that affect public health; use data to identify root causes of health disparities and inequities. Assess data quality and use methods and tools for data collection to inform program performance management and operations. Assess efficacy and reach of public health messaging to improve communications strategies and community awareness. Policy Development and Program Planning Assist in developing and implementing a collaborative community health assessment and improvement planning process and monitor implementation impacts. Apply a collective impact framework to engage individuals and organizations for policy, program, and service improvements in health. Contribute to development, monitoring, and evaluation of strategies, goals, measurable objectives, targets, and timeframes for policies, programs, and services in partnership with stakeholders. Contribute to and assist in the implementation of the organizational strategic plan and workforce development planning. Communication Deliver targeted, culturally appropriate health information to ensure understanding of health promotion and disease prevention information, policies, regulations, and codes, using appropriate methods. Interact effectively with people of diverse backgrounds; suggest approaches to respond to misinformation and disinformation. Foster clear communication, build trust, and conduct in-person and virtual meetings with consideration for language and accessibility needs. Develop presentations, reports, correspondence, and other communications that are well organized and effective; elicit feedback and listen carefully. Health Equity and Trauma Informed Care Describe the diversity of community populations and how this may impact health outcomes. Deliver targeted, culturally appropriate information on health promotion and disease prevention. Collaborate with the community to identify barriers that perpetuate health inequities and determine strategies to address them. Assess the impact of organizational policies and services on health equity and trauma informed practice. Discuss the prevalence and impact of trauma and how it affects engagement with services. Consider diversity when developing, implementing, evaluating, and improving policies and services. Community Partnerships Assist in developing and coordinating community partnerships, initiatives, programs, and events to address health priorities and improve population health; ensure public involvement and input. Collaborate with the Division of Public Health on community health assessment and planning, serving as a liaison with other agencies. Identify community assets and resources to improve health and resilience (e.g., coalitions, libraries, hospitals, faith-based organizations, academic institutions, grants). Help develop strategies to maintain relationships and partnerships that improve health and resilience. Public Health Sciences Develop and implement strategies and activities to promote health and prevent disease in diverse settings. Ensure adherence to HIPAA and maintain familiarity with laws, policies, and evidence-based practices. Research and retrieve information on evidence-based health promotion initiatives and translate evidence for practice. Apply evidence to policy and program development, implementation, and evaluation; design and conduct health education programs that are culturally appropriate. Implement quality improvement methods to improve policies, programs, services, and performance. Facilitate the use of best practices and logic models to evaluate community change strategies within coalitions. Management and Finance Participate in resource development for health promotion through analysis including cost-benefit, cost-effectiveness, and cost-utility. Assist in budgeting for marketing campaigns and contracts related to website development and PSAs. Contribute to grant funding proposals and assist with reporting and tracking. Contribute to strategies to improve workforce satisfaction and professional development. Contribute to work plans within programs and teams. Leadership and Systems Thinking Comply with the 10 essential public health services and all laws applicable to practice. Build public confidence in public health messages and address misinformation. Contribute to quality improvement and performance management processes. Emergency Preparedness Perform emergency response duties in line with CDC capabilities as assigned and trained. Other Perform other duties as assigned consistent with job classification. Education, Licensure, Certifications, Experience Bachelor’s degree in public health, nursing, public administration, health promotion/education, social work or related field; Master’s degree preferred. Two (2) years of public health/community development experience. NIMS/ICS 100 and 200 certification within six (6) months of employment. Crisis Emergency Risk Communication Training and/or Public Information Basics through FEMA within 1 year of employment. Familiarity with social media page management and public messaging strategies preferred. Valid Wisconsin driver’s license and access to reliable transportation to all work locations. Proficiency with Microsoft and Google Suite, CANVA, Piktochart and state documentation servers. Knowledge of trauma-informed principles and practices preferred. Ability to meet physical demands of the role; ability to be fitted for respiratory protection; able to perform required movements and lift up to 30 pounds; hearing and vision requirements; accommodations available under ADA and applicable law. Working Relationships Reports to the Human Services Manager. Works with various disciplines within Public Health; frequent contact with co-workers, clients, the public, and partner agencies. Working Environment and Physical Requirements General office setting and community sites, including clients’ homes and workplaces. Work in environments with weather, travel, and safety considerations; potential exposure to communicable diseases and hazardous materials; travel required.
